The Innovation Group was engaged by the Maryland Lottery and Gaming Control Agency (MLGCA) to provide a comprehensive analysis of the potential impact of legalizing iGaming in the state. The scope of services included estimating the size and revenue potential of the legal iGaming market, analyzing the performance of iGaming in other states, and assessing the potential impact on existing gaming venues and the state lottery. The Innovation Group also evaluated, via interviews with a variety of stakeholders, the experiences of other states in implementing iGaming, examined potential partnerships between iGaming operators and brick-and-mortar casinos, and investigated the use of multi-jurisdictional gaming agreements. Additionally, the study estimated the size of the existing illegal iGaming market in Maryland and identified strategies to transition players to the legal market, while also reviewing consumer protections and responsible gaming measures to address problem gambling concerns. We presented our findings and recommendations in a report and via testimony before the Maryland legislature to inform their decision-making process regarding the potential legalization of iGaming in Maryland.

The Innovation Group’s final report provided the client with a comprehensive set of recommendations, touching both in-game and in-stadium aspects of the experience such as food offerings, sound, retail and partnership marketing opportunities, and guest service, as well as aspects of the experience that are external to the stadium such as ticket pickup options for students, traffic concerns, university traditions, and tailgating. Initially, The Innovation Group provided a feasibility analysis for relocation of their temporary casino to a permanent location as well as a number of ancillary amenities such as golf course, gas station, convenience store and retail outlet. Since then, we have been engaged to complete numerous expansion and highest and best use projects not only for the existing casino resort operation but also for land near the casino as to help the tribe develop self-sufficiency. Most recently, The Innovation Group helped assess the feasibility of a hotel expansion along with complete luxury spa.
For these studies, we conducted primary consumer research for both the initial development of the Pechanga Resort as well as subsequent expansion projects. Complex models were built in order to assess the demand in the market place for these potential developments, giving us the tools to determine if each development was actually worth moving forward. With regard to the most recent studies completed, along with our recommendations, Pechanga has chosen to build a new 14-story hotel consisting of over 500 rooms and a two-story luxury spa. This expansion will make the Pechanga Resort one of the largest in Southern California.
Southern California is one of the most competitive gaming regions in the United States outside of Las Vegas. Upwards of two dozen casinos dot the Southern California landscape, many of which are large destination resort style casinos. Though Pechanga Resort may set the bar for many of these casinos in the mostly saturated gaming market, they are always looking to expand and capture as many gamers as possible. Through a thorough understanding of the region, we were able to highlight markets or sectors where they may have been underperforming and give them the direction and ability to move forward in a way that made sense both strategically and financially.

The comprehensive study was an essential part of MTGA’s response to the Request for Proposal set forth by the Korean Ministry of Culture, Sports and Tourism, including a detailed gaming revenue forecast, estimates of revenues generated by the supportive non-gaming amenities within the resort, and a five-year pro forma financial projection.
Utilizing the proprietary models that were customized for Korea and the proximate region, The Innovation Group conducted analyses to evaluate demand, and revenue streams for the casino, hotel, and other non-gaming facilities (including food and beverage venues, retail, spa, MICE, entertainment, and amusement park). While gaming is accessible only for foreigners and Korean citizens with foreign passports, the proposed Inspire Resort offers a variety of high quality non-gaming amenities to serve the entire market spectrum. The study also incorporates the economic and demographic background of the region, tourism trends, competitive landscape, market and relevant infrastructure review. The assessment was further expanded to comprise financial pro forma projections, including department summary revenue and expenses, based upon industry norms and common practices in the region.

The Innovation Group was engaged in a joined effort between Hard Rock and MelcoLot to assist in the development of the bid package for a new license for a gaming zone in the region of Catalonia, Spain. The location is to house a master planned entertainment zone with the purpose of inducing a large number of tourists as well as driving substantial tax revenue for the government.
In our engagement, we answered various questions and provided responses to the criteria set forth in Resolution ECO/1982/2015, September 7. This bill was introduced for the purpose of taking gaming license bids for the zone. The criteria requested was robust and entailed forecasts, return on investment analysis, tourism impact studies and various other components. Because this was a joint process for Hard Rock and Melco, the project consumed the entire zone including conference centers, casino floors, the development of a large number of new hotel rooms, large-scale retail, theaters, residential units and various other components of a master plan.

The Innovation Group was retained by Crown Resorts, Australia, to perform a feasibility analysis that would become part of a larger bid package to develop The Crown Sydney Resort. The resort will be located in the Barangaroo district in Sydney and be part of a large-scale urban renewal and development project on the Sydney Waterfront.
The project included determining the demand and revenue potential for a VIP only casino that would be part of the larger Crown Sydney Hotel and Resort Development. We worked closely with the Crown Development Team, its investment banking partner and local development partners to establish the market potential, growth potential and overall development feasibility. The report demonstrated that the VIP casino would be additive to the market for both locales and would drive incremental international inbound tourists.
The report we created was folded into the larger bid package that was submitted to the New South Wales Government in Australia. Based on our analysis and the comprehensive bid package, the casino and resort development license was issued to Crown in 2014. Crown Resorts initiated formal planning and development in the first half of 2015. The expectation is that construction will commence in 2016. The resort is expected to open in 2020, transforming downtown Sydney and the Barangaroo district.

The Innovation Group was retained by Deloitte Touche Tohmatsu to be a strategic advisor for a specialty research project requested by the Cabinet Secretariat of Japan. At the time of the project, the Japanese Diet was in the process of considering the legalization of integrated resorts in Japan. The study would be used by multiple stakeholders in the government as deliberations and discussion occurred. The comprehensive scope of the research included background and operational statistics on the gaming markets, operators and developers in the major markets in the world, including Singapore, Macau, Las Vegas, Australia and Korea. The Innovation Group also provided access to its extensive network of senior staff members at various operators, law firms, regulators and government agencies to Deloitte.
Over the course of the engagement, The Innovation Group provided insight to the markets, operational statistics and conducted multiple telephone and in person interviews both with and on behalf of Deloitte. The outcome of the research document was a comprehensive study and view on the gaming industry including market factors and statistics, development and operational protocols, regulatory statutes and best practices, anti-money laundering best practices and anti-corruption best practices.
The final report was submitted to the Cabinet Secretariat through Deloitte and has been used to frame the current legislative process in Japan to legalize casinos. Since the report, Deloitte has continued to rely on The Innovation Group for its expertise, network and insight into the market as it continues with its role as an advisor in Japan.

The Pokagon Band of Potawatomi Indians and the Pokagon Gaming Authority engaged The Innovation Group for various market assessments related to their Four Winds gaming facilities in the southwestern portion of Michigan. Early on in the development stage, we were asked to assess the feasibility and potential revenue for a hotel and amenity expansion at their flagship facility in New Buffalo, Michigan. Additionally, we examined the possibility of the tribe opening satellite facilities in both Hartford and Dowagic. The completed projects included not only the market assessments with revenue estimates, but also return on investment and branding analysis for all three locations and The Innovation Group’s recommendations.
Eleven different scenarios were developed and analyzed based on different combinations of casino locations (flagship plus one satellite, flagship plus two satellites, flagship with no satellite, etc.) and amenity mixes. Models were created to estimate and forecast market demand, and they got increasingly complicated as each scenario was added. A cross matrix was developed to keep each scenario separate and to make sure nothing was either missed or double counted.
The project was particularly complicated given the vast number of scenarios as well as the potential impact on the commercial casinos in northern Indiana. The result of the study was a clear and concise presentation of each scenario as well as our recommendations. These recommendations have led to the hotel and amenity expansion at the flagship property in New Buffalo as well as the opening of the proposed satellite casinos.

The Innovation Group has worked with Harrah’s Cherokee and their Tribal Casino Gaming Enterprise for many years. Initially, The Innovation Group was engaged to conduct a variety of research and advisory services for a varied number of casino expansion possibilities and potential resort amenity development at the Harrah’s Cherokee Casino & Hotel (“HCCH”) in Cherokee, North Carolina. Most recently (2012) The Innovation Group conducted a study for a potential new casino resort development in Murphy, North Carolina and a Highest & Best Use study for a proposed economic development project to be located on vacant land in the immediate vicinity of the existing HCCH.
Those studies began with thorough primary market research in the form of quantitative surveys of the casinos database and local market within two and one half hours drive time to ascertain the habits and preferences of their patrons. The primary market research data was integral in determining which amenities their patrons most wanted from their local casino, leading to numerous amenity assessments for food and beverage, retail, spa, and water parks, among many others. Complex models were built in order to assess the demand in the market place for these potential developments, giving us the tools to determine if each development was actually worth moving forward. Our modeling also included the impact of the proliferation of sweepstakes games throughout the region. For the Highest & Best Use study we utilized primary market research and engaged in market reconnaissance to develop various potential options for the site, estimating the EBITDA for each proposal, including Order-of-Magnitude Development Costs. The Innovation Group also completed a series of qualitative and quantitative research studies as the first step in developing a strategic marketing plan for the HCCH.
The result of our analyses culminated in the first class destination resort in Cherokee County known as Harrah’s Cherokee Casino & Hotel, and recently opened Harrah’s Cherokee Valley River Casino & Hotel in Murphy, North Carolina.

The Innovation Group was retained to prepare a Gaming Market Assessment for the proposed development of a Margaritaville branded casino in Bossier City, Louisiana. The proposed project was to be located on the Red River along the Louisiana Boardwalk. Plans included a casino, hotel, accompanying restaurants and a live entertainment venue. The project was expected to be an amenity to the already existing Louisiana Boardwalk that has approximately 95 retail, entertainment, and F&B outlets as well as a multiplex theater.
The market area where the proposed facility was expected to be located was already teeming with additional commercial riverboat casino and horse tracks. At that point in time, the proposed Margaritaville casino would be the seventh casino in the jurisdiction, all of which are within close proximity to each other, with several matching in both size and amenities offered. The gaming and hotel demand based models that were built took into account this high level of competition and forecasted potential revenues for the facility. The Margaritaville casino later opened in mid 2013.
Interestingly, this casino was considered under different legislation than that of the other casinos in the area; this casino, and others entering the market, were not legally obligated to reside in a riverboat situated directly on a river. This allowed any new casino entering the market to have a distinct competitive advantage in terms of energy, ambiance and flow of not only the game product but the overall resort development, a competitive advantage the Margaritaville took complete advantage of.

Along with the design team and management, we assessed the potential to transform the racetrack, the existing Banamex Center convention facility and the Royal Yak Casino into a destination gaming and entertainment complex. The analysis was undertaken in several phases, with emphasis on remodeling and relaunching the gaming platform, adding a needed hotel facility to support the convention complex, and developing a retail, entertainment and food and beverage complex as a link between gaming and non-gaming uses.
The Innovation Group utilized a combination of our proprietary gaming gravity model to assess local play and customized demand models for each potential use on the site. Retail, entertainment, food & beverage, and recreational amenities were each analyzed to establish potential patron demand and revenue spend. The model developed for the project was sensitive to the highly localized nature of the Mexico City gaming market, while open to potential tourism and amenity driven demand generators. A full accounting of demand by use and associated revenue were established. A project pro forma was generated and an ROI analysis was completed to determine the maximum potential capital to be deployed in the redevelopment.
The significance of this project was not only the unusually complicated mix of uses, but also the meticulous nature of running iterative scenarios to strike a balance between revenue potential, profitability and return on capital. In addition, the project was significant within Mexico as the first destination casino resort planned in the country. Finally, The Innovation Group’s work required lock-step coordination with the design, architecture and property management teams.

The Innovation Group was engaged by Pettingill & Company (a local law firm working on behalf of a major casino developer and operator) to explore the market and financial opportunities of acquiring one of the new licenses, and to begin preliminary explorations of potential sites and/or take-over opportunities of existing high-end resort properties for incorporation into the new casino resort. In conjunction with the land-based license, the client is also interested in proposing to the government an associated exclusive Internet Gaming franchise for the island.
To date, The Innovation Group has completed the Internet Gaming analysis for this engagement and has provided the client with estimates for projected direct revenues as well as quantifying the financial benefits that may be offered to the government for an exclusive franchise. Preliminary market projections have been completed for the land-based portion as well. Sister company Innovation Project Development (“IPD”) has visited and evaluated three potential sites to date, including one established resort interested in a partner relationship, a second interested in a sale of their property, and a third site that is master-planned as a large mixed use development to be rolled out over the next few years. In each instance, IPD has provided the owner with several scenarios including conceptual site plans, development cost estimates, and project time schedules.
Pettingill & Company and the client they represent were both familiar with the work TIG has done for the government of Bermuda in connection with these new licenses. The combination of TIG’s industry-accepted (and very current) market assessments for Bermuda and the Caribbean in general, expertise in the intricacies of Internet Gaming opportunities and licensing, and in-house capability for site analysis and order of magnitude cost projections for a variety of development sizes and scopes led to this engagement.

The states chosen for our analysis were separated into three “types” of markets: casino, route operations and lottery-only. Casino markets represent states with a lottery and multiple casino offerings within their jurisdiction. Route operation states could also be considered casino markets, but their ambient or route machine offering differentiates them form the “casino market” states. Finally, lottery-only states represent markets without casino facilities or route operations, with lottery being the only legal form of gambling.
After performing our analysis, The Innovation Group does not feel there is enough evidence to establish a trend and project the impact to be expected within Nevada. The demographic profile of the typical lottery player and the typical casino gambler is extremely different. The typical lottery players are male African Americans with an AAHI of less than $10,000. The typical casino gamblers, on the other hand, are female Caucasians with AAHI between $50,000 and $99,999. These demographic profiles show that the majority of players for each type of game are significantly different. This has led us to believe that the introduction of one type of game, for instance a state lottery, will not have a significant lasting effect on the other, such as a casino market.

We further examined and compared the property’s daily operations, financial performance and marketing plans, to the industry benchmarks of other comparable properties in the Caribbean, in the Dominican Republic, and in the Hard Rock corporate campus.

The analysis assesses marketing and operations for casino and hotel operations, as well as food and beverage outlets. Our analysis consisted of both private and public data, compiled through The Innovation Group’s industry contacts. We utilized both qualitative and quantitative research and studies to draw conclusions and determine the most effective opportunities to pursue. We also examined the current landscape of the market, including general demographics, economic factors and major competitors. A saturation analysis was performed to determine whether the local market can support the recent expansion performed at the SBCR.
It was determined that there were opportunities to leverage the expansion through marketing and cross-marketing initiatives to drive the additional visitation. Our recommendations and suggestions in regard to areas of management, operations, planning, and marketing were provided to maximize revenues, profit, and overall operational efficiencies within the facility.

As a gaming technology start-up, WIN required a plan for taking its lottery and Wingos slot systems business to the next level as gaming transitions into a technology-driven expansion platform. Potential areas of growth addressed by The Innovation Group included bricks-and-mortar casino companies upgrading Casino Management Systems, emerging distributed systems market, and online gaming opportunities.
The Innovation Group’s approach was in part market/demand oriented, on a geographical basis, and in part organizationally driven, addressing the business needs within WIN to service customers and expand where potential future opportunities were revealed. The demand analysis first addressed the pipeline of slot demand globally for casinos and distributed systems, prioritizing high potential markets predominantly in the U.S., Europe and Latin America. Business planning to compliment the fulfillment of demand required an analysis of the current sales force deployed by the company, and recommended supplementary marketing and customer service resources to promote and sell the company’s products. The company’s customer service level was established through interviews with key customers and recommendations were made where the potential for improvement was established.
The result of The Innovation Group’s work was a comprehensive business development plan for WIN. We included forecasts of sales potential by global market, and a marketing infrastructure to support the sales effort. Capital costs for servicing customers were an added value in The Innovation Group deliverables, allowing WIN to plan a phased approach to expanding its sales and support infrastructure.
